Uefa made official, in agreement with Italian federation (FIGC) the day and the place where will take place the draw for Italy 2003, to decide the two groups of four team each.

Will be the Royal Palace in Neaples to host the event at 13:00 on 10/12/2002

UEFA decided to have 2 seeded teams for this draw: Italy (as host country) and Spain (as title-holder). Once these 2 teams have been allocated to group A and B, the 6 remaining teams will be drawn.
