As we reported before is really hard to know if and when
Malwee Futsal will have the chance to count on their prestigious last signing,
Adriano Foglia. This would definitely go against many "rules" of
FIFA Futsal, though there are no doubts on the fact that similar violations (Vander Carioca, Ari and Chilavert just to mention the biggest ones) were not punished at all and ignored by worldwide media, showing a "no-rules futsal".
Anyway,
FIFA Media Office confirmed that
Adriano Foglia will have to spend the whole sanction time without playing in tournaments organized under the FIFA auspices:
"we can confirm that the suspension imposed on player Adriano Foglia was extended to a worldwide level by the FIFA Disciplinary Committee. This means that the sanction applies for all matches, whether friendly or official fixtures, at domestic and international level".
While the "doping affair" is here explained by FIFA media Office, another problem is to be taken into consideration: the international transfer. Foglia's previous (or we'd better say, current!) club,
Montesilvano denied to have conceded the transfer that would allow Foglia to play in another country (would is underlined, as in any case the italian federation should accompany that transfer with the communication of the doping sanction, as stated by the article
12 of the
FIFA Regulations for the Status and Transfer of Players.
12 Enforcement of disciplinary suspensionsAny disciplinary suspension imposed on a player prior to a transfer must be enforced or applied by the new association at which the player is registered.
The former association is obliged to notify the new association of any sanction in writing and upon issuing the ITC.
Was this point ever respected in futsal?
Basically, Adriano Foglia should not play for Malwee Futsal as well as for other sides until the end of his sanction (12/10/2010). Then, if something different happens, no surprises... this is futsal! A sport often living without rules, also because it seems nobody has time to have a look at the official regulations (see the Corsini's case and many others to understand what we mean).
