Cash crisis kicks futsal stadium into touch

The Bangkok Metropolitan Administration has asked the Comptroller-General's Department to explain why it has delayed part-payment for the Nong Chock 2012 Futsal World Cup stadium.

The department has paid more than 300 million baht to finance the 1.2 billion baht project in suburban Nong Chock district, but has cancelled the third payment of more than 100 million baht without giving a reason.

Chet Sophitphongsathon, adviser to the Bangkok governor, said after a meeting with BMA administrators that the city has sent an urgent inquiry to the department and also informed the government of the cancelled payment.

Mr Chet said he did not believe the government has decided against approving more money as this would affect construction of the new stadium.

This would also hurt the image of Bangkok and Thailand as the host of the world futsal competition, he said.

Construction contractor, EMC Plc, which was selected by City Hall last year, started building the stadium early this year. The start of work was delayed by last year's floods.

The tournament is scheduled for Nov 2-18. The International Federation of Association Football (FIFA) said it was happy with progress in the construction work during a visit in March.

The delay in the budget allocation has caused concern that it might affect the tournament schedule.

Mr Chet said, the city planned to spend its own money in advance to keep the construction going.

The five-level stadium, located on 10 rai of land near Mahanakorn University of Technology, will be the most modern futsal stadium in Thailand.

It can accommodate up to 12,500 spectators and has a parking space for 800 cars.

Funding concern over Futsal stadium: BMA

The Bangkok Metropolitan Administration (BMA) yesterday urged the Comptroller General's Department to explain the failure to allocate funds to build a stadium for the 2012 FIFA Futsal World Cup this November.

After a meeting yesterday of city executives, Jate Sopitpongstorn, an adviser to the BMA governor, told reporters the department failed to approve a third-instalment of Bt100 million to build the Bangkok Futsal Arena. This was despite the fact that it had previously allocated Bt300 million out of the Bt1.24-billion budget needed. This would affect the construction, which should complete by November when the tournament will take place, he said.

Deputy city clerk Jumpol Sampaopol and BMA departments were assigned to issue an urgent letter to the department about the matter and would require a written response. The city would also send a letter to the government to notify it about what happened, as the city did not believe the government would block such funding, because this would affect the project as well as the city's and the country's image, Jate said.

BMA executives discussed an initial solution of using the city's money to pay upfront, to keep the project going and ensure it is done by November.

Earlier in the morning, deputy governor Taya Teepsuwan posted on Twitter (@TayaTeepsuwan) that city executives were discussing why the department wouldn't pay the third funding instalment for the stadium construction, saying the city would seek urgent funds to build the stadium because this a national event that shouldn't be politicised and that everyone should work together to get the stadium built by November.
