Regulations of XII Annual International Futsal Tournament "Peterburgskaya Osen' - 2004" ("St.-Petersburg's Autumn-2004") in memory of the first captain of Russian National Futsal team Alexei Stepanov
1. Tasks and aims Tournament has the following aims: - To increase popular interest in futsal in St.-Petersburg and Russia; - To develop sport ties both in country and with foreign countries; - To find the best team of tournament; - To commemorate Alexey Stepanov.
2. Tournament supervision Organizing committee, created by Sports Committee of Administration of St.-Petersburg and Futsal Association of St.-Petersburg (SPAMF), holds the supervision of tournament. Primary Referees Commission of the Organizing Committee controls the direct conduction of tournament.
3. Conditions of participation, locations, and time limits Tournament is held on 10th-14th of November 2004 in St.-Petersburg, Russia. Games are played in Sports Palace "Yubileiny". Match balls are provided by SPAMF. Under-21 National Teams (players born on 01/01/1983 and later) from Russia and foreign countries are allowed to participate in tournament. 8 teams are to participate in the Tournament. No more than 12 players are allowed to be enlisted into match report.
4. Laws of the game Games are played according to the official futsal (5x5) Laws of the Game, approved by FIFA. Balls for matches are provided by SPAMF.
5. Tournament formula All teams are divided into two groups (4 teams in each group) by draw, which is held at SPAMF Board session. Group stage is played in one round system (3 games for each team).
Teams, which finish 1st and 2nd in their groups, proceed to the Knock-out stage and compete for 1st-4th places by the following scheme: 1. 1st place in "A" group - 2nd place in "B" group; 2. 1st place in "B" group - 2nd place in "A" group. Winners of semifinals pairs meet in final game, losers - in game for 3rd place. Teams, which finish 3rd and 4th in their groups, continue to compete for 5th-8th places by the following scheme: 1. 3rd place in "A" group - 4th place in "B" group; 2. 3rd place in "B" group - 4th place in "A" group. Winners of those pairs meet in game for 5th place, losers - in game for 7th place. In the group stage, places of teams are defined by the sum of all points, earned in played games. For victory - 3 points, for draw - 1 point, for defeat - no points. If two or more teams have equal sum of points after three games, places are defined by following criterias: - By the results of game between each other; - Goal difference in all games; - Quantity of scored goals in all games; - Quantity of penalty points (booking - 1 point, sending off - 3 points); - By draw. In case of play-off games resulting in draws, the winner is defined in 6-meters penalty shots series, according to the FIFA Laws of the Game.
6. Teams admittance For participation in tournament, it is required to send a note, along with list of players, confirmed by M.D., to the Organizing Committee, in two copies. Expenses on traveling to the place of tournament and back are carried by organizations, which send delegations. Teams will be met at airport or railway station by SPAMF official. Organizing Committee provides meals and residing for 16 members of each team delegation for the period from 9th till 15th of November. Referee, with right to officiate games of no lower rank than the Highest division of the national championship may be included into delegation. In this case, the referee’s residing and meals are provided by SPAMF. On the 9th of November SPAMF provides 1 hour training session for each team. 7. Refereeing Referees for tournament are provided by RAMF (Russian Futsal Association) and SPAMF.
8. Disciplinary measures Following disciplinary sanctions are applicable to the players for the time of tournament: - Three bookings - player misses one game; - Two bookings in one game - player misses one game; For sending off: - "Last resort foul" - player misses one game; - Violent behavior - player misses one game; - Aggressive behavior, addressing partners, opponents, referees or team officials - player misses two games; - Usage of foul language to the partner - player misses two games; - Usage of foul language to opponents, referees or team officials - player misses three games; Note: Two bookings in one game are accounted as sending off.
9. Awards Teams, which finish at 1st, 2nd and 3rd places and the best players of the tournament, are awarded with Cups, Diplomas and SPAMF Special Prizes.
