REGULATIONS Of the XIII International Annual Futsal Tournament "St.-Petersburg’s Autumn – 2005"

I. Tasks and aims. The Tournament is organized for: - Further popularization of futsal; - Development of international sports ties; - Development of the reserves for the national futsal teams; - Finding out the most powerful U-21 national team of the Europe.
II. Tournament supervision. The overall supervision of the Tournament is held by the Russian Futsal Association (RAMF), which is acting as a member of the Russian Football Union, and Sports Committee of the Administration of St.-Petersburg. The direct organization of the Tournament is held by the Organizing Committee, which is created by Futsal Association of St.-Petersburg (SPAMF) and Primary Referees Commission. Primary Referees Commission’s consists is approved by RAMF and SPAMF.
III. Participators, dates, arena. The Tournament is played in St.-Petersburg, in Palace of Sports “Yubileiny” from 23rd till 27th of November, 2005. The date of teams arrival is the 22nd of November, date of departure – the 28th of November. Eight U-21 national teams are participating in the Tournament. Each delegation consists of 16 members, of which 12 are players. Only players, born after 01.01.1984, are allowed to participate.
IV. Tournament organization. Tournament’s matches are played by FIFA Laws of the Game. Matchballs are provided by SPAMF. Expenses for traveling to and from St.-Petersburg are carried out by national associations. Organization Committee provides teams accommodation in a hotel (2 single rooms and 7 double rooms per delegation), meals three times a day and transportation to and from sports arena. In case the delegation is in need of additional rooms in hotel, the question of expenses is subject to additional agreement with the Organizing Committee. FIFA Referee or referee, who has the right to officiate the Highest National Division games, may be included in the delegation. In this case, terms of his accommodation are subject to the additional agreement with the Organizing Committee. Each team shall be provided with one hour training session on the 22nd of November for testing of the arena. Participating national associations should send the confirmation letter to the Russian Football Union and the Organizing Committee. Complete list of the delegation should be submitted to the Organizing Committee before 01 of November of 2005. V. Tournament formula Tournament has two stages. First Stage – group stage in groups “A” and “B”, with 4 teams in each group. This stage is played in one round system (3 games for each team). Teams standings are determined by the quantity of points (victory – 3 points, draw – 1 point, defeat – 0 points). In case of equal number of points of two or more teams, final standings are determined by the following criteria: - By the result of matches between these teams (points, goals difference, number of goals scored); - By the better goal difference in all matches; - By the quantity of scored goals in all matches; - By quantity of penalty points (booking – 1 point, sending off – 3 points); - By draw. Second Stage – final play-off stage. Teams, which finish at 1st and 2nd places in groups “A” and “B”, are playing in the semifinal matches: 1A – 2B; 1B – 2A. Winners of semifinal games play in the final match, teams which lost in semifinal games play in the game for the 3rd place. Teams, which finish at 3rd and 4th places in groups “A” and “B” are playing in semifinals for 5-8 places: 3A – 4B; 3B – 4A. Winners of these semifinal matches play in the game for the 5th place, teams which lost – play in the match for the 7th place. In case of second stage match ending in the draw, the winner is determined in penalty shoot-out according to FIFA Regulations.
VI. Disciplinary sanctions. In the Tournament, Primary Referees Commission can put the following disciplinary sanctions: - For two bookings in one game, followed by sending off – one match suspension; - For direct sending off – two matches suspension; - For using foul language addressing partners, opponents, referees or other officials – two or three matches suspension. Bookings of player, who was sent off for two bookings in one game, are remaining.
VII. Awards Teams, which occupy 1st, 2nd and 3rd places are awarded with special prizes of the Organizing Committee and RAMF Diplomas. All participating teams are awarded with prizes of SPAMF. Best players of the tournament (goalkeeper, defender, attacker, bombardier and the most efficient player) are awarded with RAMF Special Prizes. The best players of each team are awarded with special SPAMF prizes. All referees, who officiated games of the Tournament are awarded with special SPAMF prizes.
